The voter still possesses entire and complete free will to vote on the article or not. The line between "Article Promotion" and "Vote Begging" is kind of like the line between "Burgeoning Romance" and "Sexual Harassment". It all depends on the reaction of the person being solicited. Regardless of how much active promotion an article submission recieves, the article will still live or die by the weight of its content. IMHO, merely bringing an article to someone’s attention isn’t really vote begging. The voter still possesses entire and complete free will to vote on the article or not.
